Major General W. Steffens and his group were pinned down in Voss (near Bergen) with no access outside this area. As a result he requested and received permission  from the Norges Bank branch in Bergen to issue the above state promissory notes.

Steffens is the signatory on these notes which are rarely seen on the market.
